We strongly support FHWA's definition of subaward recipients which excludes contractors and the compensation of their officiers. In our competitive bidding process, the South Dakota Department of Transportation thinks the executive compensation of contractors is not our concern. A contract outcome that meets our requirements for elements such a quality and quantity is our sole concern.
