I think these changes improve the student programs, and it is much better having the internships simply called "Internships" rather than Scep and Step and other obscure distinctions.
I suggest the federal government should consider a Mid-Career Program, similar to PMF, for recruiting smart people with more advanced career experience, who may not have a particular niche or agency destination in mind. There are talented people who are mid career that could be better recruited with a PMF-type program that has prestige and rotation opportunities to expose them to multiple agencies. Right now, it seems mid-career hires are solely done through particular job postings. A Mid-career PMF-type of program could be a good way to attract managerial talent and semi-seasoned private sector leaders, to help federal agencies with the brain drain that will happen as baby boomers retire.
