My Comment pertains to Federal Register Vol. 76 No. 182 page 58089 dated Sept. 20-2011. In regards to the change for the FSA Guarantee fee increase for fiscal year 2011 from 1.0% to 1.5%, I feel all applications dated before 10-1-11 should not be charged the 1.5% fee. I was not even aware or the proposed increase until after I had already discussed and put together the loan application for the customer. I have had the application in the hands of the FSA loan officer for almost 2 weeks and have not heard if the application is approved. My customer should not be penalized due to this.
