Cranes and Derricks in Construction

After reading the proposal for cranes and derricks in construction, I have a question rather than a comment. Are the proposed regulations appliable to utility vehicles that lift and hoist electric and telephone poles, boom trucks in the construction industry such as roofers that would lift roof trusses and or shingles, and heavy duty tow trucks/wreckers that would lift overturned vehicles including tractor trailers at accident scenes? Any guidance would be appreciated.
