When comparing the proposed changes for demolition and underground construction, the text could be interpreted to mean that for demolition, only the equipment must comply with the rules in Subpart CC, not the personnel qualifications and responsibilities. There needs to be consistency in the language for all areas addressed by this rule, construction, underground construction and demolition.
