One of the justifications for incorporating the 2003 edition of CGA G-1 was that it included the statement "Avoid opening and acetylene cylinder valve without a suitable regulator and flow restrictor such as a torch attached."
This statement conflicts with existing OSHA regulations that require an acetylene cylinder to be "cracked" before connecting a regulator, specifically: 29CFR1915.55(d)(1), 1910.253(b)(5)(iii)(C), and 1926.350(d)(1).
