This proposed standard will be of no help in dealing with the problem in mortuaries because few even try to comply with existing applicable standards. No training, no PPE, no required vaccinations, total disregard for compliance..that's the picture.
OSHA is useless in protecting the health and safety of mortuary employees.
The mortuary where I work does not even have a mop to clean the floor. With no shoe covers, whatever organism is on the floor gets tracked throughout the building and ultimately into the employees' homes. Gloves are seldom used and there are no masks nor respirators. No handwashing after handling possibly infectious objects leads to spreading whatever infectious agents on to other people, including the public, elsewhere in and out of the building.
OSHA is ineffective in enforcing present standards; so why bother with another?
