The SHARP program was and is designed to recognize employers with an excellent safety program. While I understand the need for the Assistant Secretary to have the power to enter an employers place of business if a severe hazard may or may not be present do to a nation program, he or she should not allow referrals without going through the State Consultation Program. This would stop OSHA enforcement from self-referal. These establishments work closely with the Consultation Programs, and any change without the envolvement of the Consultation Programs is detrimental to the program.
