There are two regulations regarding crane signaling that are inconstant and could cause potential confusion. Currently in 1926 Subpart G - Signs, Signals and Barricades 1926.201(b) instructs you to use the most current ANSI standard to find the proper signaling requirements for cranes and hoists. In 1926 Subpart CC – Cranes and Derricks in Constructions – 1926.1419 – 1422 specifically instructs you to use Appendix A in subpart CC for hand signals, it also lists specific requirements for voice signaling. There is no reference to the ANSI standards in 1926 subpart CC 1419 - 1422, there is a reference under 1926.1419(d)(2) to comply with national consensus standards for new voice, audible and hand signals that are at least equally effective in communication. Elimination of 1926.201(b) or referencing 1926.1419 – 1422 in 1926.201(b) would make understanding the signaling requirement easier and consistent.
I have attached both 1926.201(b) and 1926.1419 – 1422 as an attachment.
