The practice of referencing voluntary standards (i.e. SAE standards) in OSHA standards should be re-evaluated. If such references are included, the references should be periodically reviewed, and later, more relevant versions of the voluntary standard should be referenced as appropriate or when required, as is the case when a referenced voluntary standard is cancelled. Examples of outdated referenced standards include:
1) Seat belt standard - SAE J386:1969 is referenced in 29 CFR 1926.602(A)(2)(i). This 1969 version has been superseded, and it is doubtful that a new copy can be readily available. The latest version of SAE J386 is 2012.
2) Rollover protection standard - SAE J397:1969 is referenced in 29 CFR 1926.1001(f)(1)(ii). This 1969 version has been superseded, and it is doubtful that a new copy can be readily available. The latest version of SAE J397 is 2009.
