I am a survivor of domestic violence and disabled. I live in a HUD-subsidized senior apartment.
Several leaks above ceiling in 2010, and existing slow leak caused my health effects to mold exposure, including fungal sinusitis (nosebleeds), Aspergillosis, chest pain, skin irritation, palpitation, blood from throat, pain in joints, vision change, worse retrieval memory etc. I was hospitalized several times due to chest pain and breathing problem.
The side effects of allergy medicine caused the swelling in face and whole body that also extended to my blood vessels and arteries so ischemia and heart muscle spasm so chest pain occurred due to poor blood circulation.
The residence manager's intentional negligence was the main reason because he considered the damp ceiling caused by leak could be dried automatically so no repair needed.
When I filed complaint to Environmental Health for enforcement, the stains and cracks and mold were concealed in the official report in 2010. After finding out the conspiracy, I requested for a copy of public record of photos taken by inspector's digital camera on 3-5-2010 an d10-27-2010. Though I was willing to pay fees but I was not allowed to view or to obtain a copy of the said photos. My photos of mold inside ceiling and in air samples and stains were not accepted as proof. The conspiracy further delayed the needed repair.
The dampness in ceiling cam cause mold growth if no timely repair. The health effects can extend to all tenants and their IHSS care providers and family during working and visit, including grand children of elder tenants, because the mold spores can spread to other units through hallway when opening and closing door. The slow leak in ceiling also damage the property. The violations continues due to no enforcement and conspiracy. Thus, It is a public health issue because it is a senior building. Medicare/Medi-Cal issues also related due to medical treatments for allergic symptoms or other health effect.
