The Environmental Protection Agency (EPA) has no substantive comments on the proposed formal amendment to Utah's program for regulating surface coal mining and reclamation operations. The subject amendment proposes changes to the Utah Administrative Code on ownership and control of coal mining and reclamation. For the most part, we observe that the proposed changes follow recent revisions in 30 CFR 773 on which the EPA has already commented.
