Hello, regarding item PHMSA-06-25885 As a motion picture/television special effects professional, I oppose the proposal to require security plans for any quantity of the Division 1.4 explosives listed and all desensitized explosives. These materials are required to safely and effectively perform my job and the proposal will cause them to become unshippable. The security already in place on these materials is entirely sufficient and I urge you to keep the requirements for a security plan at the current quantity level. Sincerely, william boggs
