To whom it may concern, As a motion picture special effectsman, I oppose the proposal to require security plans for any quantity of Division 1.4 explosives listed and all desensitized explosives. These materials are required to safely and effectively perform my job and the proposal will cause them to become unshippable. The security already in place on these materials is sufficient and I urge you to keep the requirements for a security plan at the current quantity level. Thank you, Conrad Brink
