This pending legislation regarding Division 1.4 pyrotechnical materials and
Desensitized explosives is a direct threat to my livelyhood.
I am a Special Effects Co-ordintor in the Film,TV, and Video Market. I
maintain more
Licenses, Permits, and pay more fees thanyou can shake a stick at.
The current regulations and procedures regarding transportation of the
pyrotechnical materials I use are already very strict, precise, sucessful and
concise.
The legislation propsed would increase the cost of tranportation,( already at
times a
300% increase), to that which would make my business costs untenable. I will
lose my
career. Clients will not order the work because I will not be able to get my
materials.
Please consider this:
Not one single incident of domestic or foreign terrorist acts involved these
materials.
Not one theft of pyrotechnical materials stolen from a shipper has EVER been
used in
a crime.
The 9-11 attacks were conducted with stolen aircraft taken with razorknifes.
The Murrah Building blast was done with materials stolen directly from a
mining
company.
The Anthrax murders and panic was commited with spores stolen directly from
a U S
Government Lab (not far from my home).
The existing security arrangements , placarding, Packaging, Signatures and
Tracking
procedures are quite adequate and should not be increased.
