I am against this proposal because it will open public access trails and the surrounding woodlands, wetlands, rare & endangered plants & animals to the reckless use and potential damage by those using ATVs for fun. These vehicles, when used by people for an "off-road" experience tend to be driven where there are no trails, thus causing erosion, damage to woodland & wetland habitats, changing the environment from one foot trail to multiple crisscrossing vehicle trails. In Big South Fork River & Recreation Area (TN/KY), there are two sets of trails: one for people, one for horses. Hikers use horse trails at their own risk. Meeting ATVs & other mobile devices on a trail, especially narrow ones, would be difficult and dangerous. Perhaps people need to realize that there are just some places they can't go and accept it.
