My only feedback relates to II D. and the NPRM intention to "Eliminate the
requirement to disconnect the terminals when a battery-powered wheelchair or
mobility aid is transported as checked baggage, provided the wheelchair or
mobility aid provides an effective means of preventing unintentional activation".
The concern is that by not disconnecting the battery and allowing wiring to remain
active that a wiring failure can lead to unexpected short circuit and dangerous
evolution of heat.
I have attached a copy of an Incident we had in 2003 that is an example of such
an incident.
