Dear Sir or Madam, the proposed change to 172.315(a) requires cargo transport units intended for vessels to have the new limited quantity marking anytime they contain limited quantity freight. This is not consistent with 5.3.2.4 and 3.4.5.2 of the IMDG Code which do not require the marking when non-limited quantity freight is in the cargo transport unit as well. Please have the fourth sentence of 172.315(a) revised to read "When intended for transportation by vessel, a cargo transport unit containing hazardous materials in only limited quantities, must be suitably marked..." Also, this paragraph does not specifiy the location on the cargo transport unit in which the limited quantity marking should be placed as 5.3.1.1.4.1 and 5.3.2.4 of the IMDG Code do. Please make this consistent. Thank you.
