In the previous version of the 49CFR, the section discussing Polyester Resin Kits (173.152(b)4) is contained under a LIMITED QUANTITY section. However, in the newest version, section 173.165 seems to be missing clarifying language at the beginning of the section. I suggest that clarifying language be added to the beginning of section 173.165, stating that limited quantities are allowed for this product, and the product is exempted from labeling requirements and documentation requirements. The Special Provision listed in the chemical table (149) specificly lists additional limited quantity relief, even though limited quantities are never discussed in section 173.165. It appears that when creating the new section, clarifying language was left out of the section, that is needed in order to ensure proper packaging, labeling, and shipping of Polyester Resin Kits.
