Attached you will find the Statewide Damage Prevention Programs and the Nine Elements Survey completed on behalf of the construction industry in South Carolina by Carolinas AGC.
South Carolina has one of the oldest and outdated underground utility safety and damage prevention laws and programs in the nation. In spite of repeated efforts to better South Carolina's law and program by several stakeholder groups, neither has been improved because special interests within the investor owned utility industry have stymied all efforts.
It appears the only way to bring South Carolina's law and program up-to-date is to welcome federal intervention. Hopefully, federal intervention will move those who defend the status quo to join us in our efforts to better our law and program, in turn ensuring public and workforce safety, as well as the integrity of vital facilities.
