I am concerned about this proposed rulemaking and the inconsistent application of existing regulations to the cargo tanks referenced in this rulemaking. The special permits had flaws that were not corrected and this rulemaking is flawed, changes to the regulations to allow these tanks to operate without a permit and the continuing maintenance of these packages to be used in commerce without a permit is being proposed yet the level of safety is less than that of all other cargo tanks. I do not mind the government making laws that are smart and effective; it’s the ones that make me less safe I worry about.
