7 CFR Part 4280 Rural Microentrepreneur Assistance Program
I would like to request that local governments be included as eligible applicants for program funds.
They are not currently included in USDA’s definition of Microenterprise Development Organization, and I understand that this definition is statutory and cannot be changed. Can the language of the RMAP be changed to say MDO’s AND other entities that provide assistance to microentrepreneurs?
Using the entity where I am employed as the Loan Administrator as an example:
The Vinton County Commissioners' Development Department is an organization (local government) that provides access to capital and business-based training services to micro businesses.
• On average, 7 individuals take and complete business training class each year. About 50 others receive one-on-one assistance.
• VCDD has been the recipient of four USDA-RBEG grants and 1 USDA-RBOG grant.
• Has a micro loan portfolio of over $200,000 now and has made over $700,000 in loans.
• Has been a regular recipient of CDBG funding for Micro Training and Technical Assistance.
Why is our organization not considered the equivalent of an MDO, or at least eligible to apply for the funding?
USDA has considered us capable of providing
these services in the past when they awarded us funding.
