1) Farmers and ranchers should directly participate in the development of VAPG projects, and be allowed to count their time as a contribution toward the program's matching requirements. 2) The program should target small, mid-sized and socially disadvantaged farmers as defined by the 2008 farm bill and award extra points to these targeted groups. 3) Allow producer groups comprised of at least 25% beginning farmers and ranchers to qualify for funds reserved by the farm bill specifically for "beginning" farmers and ranchers.
