Since today’s technology can determine if a cell phone is in use at a specific time (for instance at the exact time of a collision), why not impose strict penalties on any driver who has a collision while using a cell phone. Instead of creating a law that cannot be enforced, create penalties for inappropriate use. You would achieve the same goal, without promulgating an unenforceable law.
