Comments of the Eastern Rural Telecom Association concerning Interim Rules for Rural Broadband Access Loans and Loan Guarantees. Setting different broadband lending speeds for different technologies would cause a disservice to rural consumers and the companies that borrow money from RUS to serve them. Rural consumers can best be served by RUS broadband loan rules that use a consistent and uniform definition of speed on a technology neutral basis. RUS should not define a broadband lending speed for mobile technologies that is lower than the broadband lending speed for fixed service.
