Propel LLC is a small women owned business engaged in developing and supplying textile components for US government business. I also provide consulting and development services under contract to the US DOD. As President and Owner of Propel LLC, I oppose the version of industries as provided by the SBA because the SBA has not been transparent in their use of data and have not provided the full list of NAICS codes with results for each industry. In addition, the SBA has not used four data sets as specifically recommended by the NAS. My answers to the specific questions are as follows: Question One: SBA, by failing to release the data and the finding for all four-digit NAICS codes used for this latest version of the women's program industries, has potentially placed limitations onall industries. This entire proposed set of industries is suspect due to the failure of the SBA to provide transparency. Additionally, the SBA's failure to follow the recommendation of the NAS to use four different views of the data means that an appropriate and fair result is not assured. Question Two: This question is impossible to answer as the SBA has released neither the "non-public SBO data" nor their findings for all four-digit NAICS codes for review and comment. Question Three: This question is impossible to answer as the SBA has not released the "non-public SBO data" for review and comment. Nor, have they released their findings for all four-digit NAICS codes. Answer to Question Four: This question is impossible to answer as the SBA has not released the "non-public SBO data" for review and comment. Answer to Question Five: This question is impossible to answer as the SBA has not released the "non-public SBO data" for review and comment.
