Expanding the definition of a business size to falsely meet a goal in an attempt to redefine failure on the part of the SBA to succeed in it's mission makes no sense. This series of proposals is akin to reducing the crime rate by refusing to enforce laws. Instead of expanding the definition of a small business the SBA should be enforcing it's own rules which are currently too expansive. A two person consulting firm is a small business. When that firm grows to $7,000,000.00 in annual receipts and/or 500 employees it is no longer a small business. The SBA should be examining ways to actually support small businesses and encourage entrepreneurship, rather than providing a facility for established businesses to use tax-payer programs to grow larger. This new definition will stifle competition and further limit the ability of entrepreneurs to innovate by increasing the current of lack of access to government-backed working capital that will be consumed by the newly defined small businesses.
