Energy Saving Qualified Investments: Small Business Investment Companies

After reading the proposal, encouraging more businesses to be active in finding greener solutions for sustaining American life is important. Although I am curious to know if the proposed rule has any way of tracking the progress of what the businesses are working on, and if they have make any progress? Also if one of the small businesses is able to make a ground breaking discovery will the SBA be able to get involved when it comes to encouraging the small businesses to work together? Thanks
