What will the penalties be if an organization does not comply with the "requirements" set out in this Proposed Rule? Are there financial penalties, loss of funds, reduction in contracting, etc. If there are no measurable repercussions for not following the “required” rule(s) then there is no need to move forward with the Proposed Rule”.
