I would agree in principal with the proposed changes however I would like to add something else. When a subcontracting plan is put in place it is contract specific and as such, the contracting officer should be responsible for reviewing - after the award - and during the term of the award, if the subcontracting plan is being followed, contract specific, to whatever the annual set aside percentage is, by law, at the time.
