We propose the size standard for 561320 be increased to $35 Million instead of $25 Million. The companies who use the NAICS Code 561320 have to hire external employees, pay salaries as well as H&W, SUTA, workmen's comp, liability and bonding insurance, match FICA, pay for holidays and vacations which the government doesn't reimburse. The payroll cost is 90% of the bill rate. The 10% left is gross profit. The gross profit has to pay for office space, internal employees, & all expenses that are involved for running a business. The net profit is less than 1% for staffing. The companies who use the NAICS Code 56311 & 56312 have a higher profit because there are no external expenses. Therefore, the size standard should be higher for 561329.
