The definition of industry NAICS Code 561210, Facility Support Services is establishments primarily engaged in providing operating staff to perform a combination of support services within a client's facilities. These establishments provide operating staff to carry out these support activities; but are not involved with or responsible for the core business or activities of the client. For government contracting this service involves the supply of personnel to work on a government site under the purview and in accordance with government rules and regulations, which are generally much more detailed and sophisticated than commercial practices.
It is proposed that a new industry code be established 561220, Facilities Operations. The establishments in this sector would operate and maintain client facilities. From a government contracting standpoint these establishments would provide services under a Government Owned, Contractor Operated contract. The Department of Energy utilizes this type of contracts extensively for the operation and maintenance of its laboratory and weapons complex facilities. However, there is no corresponding small business category that would allow for the development of small businesses in this area. Because of the diverse skills and infrastructure required to perform this type of work, it is recommend that the size standard for this new NAICS Code be 1500 employees.
