We are considered a small emerging business as a general contractor. We have been struggling over the past three years. Already we experience a lot of set asides that prevent us from bidding federal projects including disabled veteran, Hubzone, DBE and 8a. The only projects we can bid on now are Small business set asides and if you increase the size standard it will hurt our business even more. There are too many special interests that prevent us from competing for federal tax dollars. To give you an idea, we just bid an FAA grant project and had to identify the DBE's. Lest than 10% of the DBE's we invited, responded. We received a 3 bids from DBE's and all 3 of them had gross receipts greater than $1 million-$5 million, while all the rest of the bidders, about 25 of them had gross receipts of less than $1 million. Who really is disadvantaged? Please do not raise the small business standard again. Thank you.
