“I believe the programs SBIR and STTR are programs with a wonderful purpose. Further more the Defense Federal Acquisition Regulations Supplement definition of a domestic business should not be used by SBIR and STTR. SBIR and STTR should have a guideline and clear although painfully thorough definition of a domestic business which includes that the business must be incorporated in the United States.”
