I strongly oppose the change to allow SBIRs and STTRs to be awarded to companies owned by "domestic business concerns". The SBIR/STTR program has an outstanding record of commercializing innovative technologies with minimal funding. The competition for funding among *authentic* small businesses is already fierce (only ~15% of applications are awarded). SBIR funding allows these small businesses to survive, fueling the development of innovative technologies and strengthening the entire technological prowess of the United States. In contrast, awarding the funds to VC-backed or foreign-owned "business concerns" will simply add to the profits of these large businesses. Please do NOT change the ownership definitions for SBIR/STTR eligibility. This law was meant to fund SMALL businesses owned by American citizens. It should remain so.
