I understand that the proposed Policy Directive prohibits agencies from soliciting Phase II proposals by invitation. I oppose this rule.
As the head of a company that participates in the DoD SBIR program, I can inform you that it takes a lot of resource for a small company to prepare a phase II proposal. We would prefer to receive feedback from the agency if our phase I effort has not been favorably evaluated in order to justify an invitation to propose for Phase II. If we have little to no chance at a phase II award, we would prefer to have this knowledge prior to committing the resources to preparing a phase II proposal.
