Section: 2.(b) Currently Reads: "… reserve the following minimum percentages of their R/R&D budgets …" Requested Change: "… reserve the following minimum percentages of their extramural R/R&D budgets …" Rationale: Clarifying that the percentages apply only to the extramural portion of an agency’s budget as defined by 15 U.S.C. 638.
