Regarding Section 401.49's proposed language: "Every anchor shall be suitably rigged for immediate release, holding and efficient retrieval." The notification indicates this language is to eliminate the practice of using block and tackle in lieu of a windlass, but is there sufficient and common knowledge that block and tackle are not "suitable" under this section? Additionally, does the fact the proposed sentence about suitable equipment follows the existing sentence imply the former applies to both emergency and authorized anchorings?
