The State of Tennessee's Medicaid program, TennCare, would strongly recommend that SSA not eliminate the geographical significance of the first three digits of the SSN. The Medicaid program uses that geographical reference to perform a quality check on invalid SSNs assigned to Medicaid recipients. Tennessee's Office of Inspector General also matches SSNs to birthplace and/or physical location as part of fraud investigations. The geographical reference is necessary for this match. The SSN geographical reference as used in Tennessee saves both State and Federal money.
