Transfer of Accumulated Benefit Payments

Commissioner Astrue, Regarding the proposed rule, Transfer of Accumulated Benefit Payments, how will the current law of reissuance of benefits if the payee misused funds be affected by this new rule? What if it is determined that the representative payee did indeed misuse funds and chooses not to be the payee anymore, and they want to transfer funds, how will the replaced funds be handled during the transfer? Is there a pecking order of importance in selecting the new payee? I believe this proposed rule will only be beneficial to your agency but the beneficiary as well. With personal working experience in dealing with the payment center and the lengthy processing times, it is essential that funds still be available to the beneficiary especially in economic recession periods. I applaud you on continuing to change policy to match your mission statement and I hope this proposed rule becomes law. Citizen Mouch
