It is unfair to change the rules for beneficiaries that are currently receiving benefits. Their option to and take the risk of repaying benefits and restarting at an older age should not be arbitrarally removed from the beneficiary.
This option should be grandfathered for all current beneficiaries. It does seem reasonable to limit this to a once in a lifetime option. However, to limit this election option to 12 months within the first date of entitlement is unfairly restricting the beneficiaries flexibility to adjust to life changes that can take place over the years the beneficiary can elect to stat receiving benenfits.
