Revisions to Direct Fee Payment Rules

Great job with the revisions. The only thing I ask is that you consider changing the title of non-attorney representative to something more dignified. To be "non" something is degrading. I suggest disability advocate with an explanation that applies to the the person who is not an attorney but has met all the requirements to be included in direct payment. Thank you
