Comment from Bullock, Benjamin, Self

I was assigned to look at this reg as a part of a report for a Public Administration class on rulemaking. We discussed that most comments are submitted by business and government reps, and not so much by the general public. I was disappointed to find that there were no comments for this one, so I thought I'd chip in my two cents, as a private citizen. I think it's wonderful that this rule is put out, even if only to comply with new laws. My grandmother is on the prescription drug assistance program, and she does recieve help from her church in paying some of her bills. If that can be not considered as a part of her income as far as eligibility goes, it will help her very much.
