NPRM USCBP-2005-0003 Passenger Manifest for Commercial Aircraft Arriving In and Departing From the United States..... Request further explaination for "air taxi" operators regarding the following issues. 1) Will an on-demand air carrier ("air taxi operator") be required to receive an all clear ok to depart message from CBP prior to departure? 2) If an on-demand air carrier has a passenger change subsequent to submitting the eAPIS report either removing or adding a passenger will there be an hour delay to the planned departure waiting for CBP vetting and approval?
