Changing the requirements for MPF will only increase the cost to export to the
United States and create another barrier which causes delays and added costs. If
the purpose is really to recoup adminstrative fees it should be done strictly based
on country of origin as declared and let the routine audits and requests for
information police those importers/exporters who are not following the guidelines.
To put further document requirements, would seem to increase the cost for CBP
as well as each broker and importer which intern would reduce the amount of
money actually being recouped.
