We travel to remote locations in Canada and Mexico several times a year and have
been for many years.
The proposed change would mostly end our travel to all those destination which we
would seriously regret.
Most of our destinations are remote and quiet so they do not have the "Reliable
facilities". The requirement to land at an intermediate airport having "Reliable facilities"
would be costly, wasteful (extra fuel requirements) and very time consuming.
A SUGGESTION WOULD BE TO FILE THE REQUEST FOR THE ENTIRE ROUND
TRIP BEFORE LEAVING THE USA INCLUDING ALL ON BOARD THE AIRCRAFT.
THE ACTUAL RETURN TIME WOULD BE FINE TUNED VIA WHAT EVER
COMMUNICATION CAPABILITY WAS AVAILABLE AT THE FOREIGH DEPARTURE
POINT.
A good source for the practical issues with traveling to and from Mexico is Baja Bush
Pilots (www.bajabushpilots.com)
Thank you for the opportunity to respond and for trying to keep us all safe.

PS: I don't think my suggestion went through the first try on your web site.
