It has never been necessary for a citizen of the United States to get permission from the Federal government to depart for a foreign destination. I can see no positive effect on national security that would justify the USCBP adopting the methods of North Korea, China, and the now defunct Soviet Union to control the outbound movements of US citizens. The prescreening of inbound passengers is understandable, however it must be understood that not all airports,especially those in some of the island nations off the southeast coast will have a means of making electronic notification. If additional prior notification is to be required, the USCBP should be expected to provide 24 hour telephone service and or FAX service to facilitate those notifications.
