For older travelers without internet access, will a travel agent be their only option for
filing of the ESTA? Will US embassies or overseas chambers of commerce offer
assistance? Can another party, regardless of location, with internet access file the
ESTA? For example, could a party in the US with access to all the required
information file the ESTA electronically for an elderly parent visiting from a VWP
country?
Participating VWP countries need to monitor and limit how much a third party can
charge for such filing. If the only options for entry into the US once the program is
mandatory will be authorization under ESTA or a Visa, it must remain affordable for the
travelling public.
