Changes to the Visa Waiver Program To Implement the Electronic System for Travel Authorization (ESTA) Program

The proposed requirement for which only allows for the submission of data on-line discriminates against older visitors who are not computer literate. Of my wife's family, my sister and brother-in-law, both elderly are not computer literate and are German only speakers. The regulation should contain an alternative, non- electronic, method for submitting the requested data. From my conversations with them, they are very discouraged about making plans to visit us next year.
