I feel that this additional charge is ill advised. Not EVERYONE that comes to visit the USA is internet savvy. Plus it is just another way that your credit card is put at risk going thru the internet. You are nickeling and diming us to death! If you want more travel dollars then include it in your taxes on the ticket like everything else. This is a cheeky way to get more funds and makes your country seem cheap (and not in the good way). You may as well put a plastic container to collect it when people pass thru immigration at their first port of entry!! Like a tip jar at a bar. It also opens the door to other sites that are charging to do the ESTA for you for a fee.
